JPS-1917וְהוּבָ֥א אֶת־בַּדָּ֖יו בַּטַּבָּעֹ֑ת וְהָי֣וּ הַבַּדִּ֗ים עַל־שְׁתֵּ֛י צַלְעֹ֥ת הַמִּזְבֵּ֖חַ בִּשְׂאֵ֥ת אֹתֽוֹ׃
And the staves thereof shall be put into the rings, and the staves shall be upon the two sides of the altar, in bearing it.

בטבעת [AND THE BARS SHALL BE BROUGHT] INTO THE RINGS — into the four rings made for the grate (v. 4).
