JPS-1917וַיַּעֲבִ֨ירוּ ק֜וֹל בִּיהוּדָ֣ה וִירֽוּשָׁלַ֗͏ִם לְכֹל֙ בְּנֵ֣י הַגּוֹלָ֔ה לְהִקָּבֵ֖ץ יְרוּשָׁלָֽ͏ִם׃
And they made proclamation throughout Judah and Jerusalem unto all the children of the captivity, that they should gather themselves together unto Jerusalem;

KOREN
And they made proclamation throughout Yehuda and Yerushalayim to all the children of the exile, that they should gather themselves together to Yerushalayim;
