Proverbs 16:4
JPS-1917כֹּ֤ל פָּעַ֣ל יְ֭הֹוָה לַֽמַּעֲנֵ֑הוּ וְגַם־רָ֝שָׁ֗ע לְי֣וֹם רָעָֽה׃
The LORD hath made every things for His own purpose, Yea, even the wicked for the day of evil.
