JPS-1917וַֽיִּקְרְבוּ֙ אֶל־מֹשֶׁ֔ה הַפְּקֻדִ֕ים אֲשֶׁ֖ר לְאַלְפֵ֣י הַצָּבָ֑א שָׂרֵ֥י הָאֲלָפִ֖ים וְשָׂרֵ֥י הַמֵּאֽוֹת׃
And the officers that were over the thousands of the host, the captains of thousands, and the captains of hundreds, came near unto Moses;

הפקדים means THOSE WHO WERE APPOINTED (not those who were counted, as e.g. in Numbers 3:39).
