Psalms 135:6
JPS-1917כֹּ֤ל אֲשֶׁר־חָפֵ֥ץ יְהֹוָ֗ה עָ֫שָׂ֥ה בַּשָּׁמַ֥יִם וּבָאָ֑רֶץ בַּ֝יַּמִּ֗ים וְכׇל־תְּהֹמֽוֹת׃
Whatsoever the LORD pleased, that hath He done, In heaven and in earth, in the seas and in all deeps;

Whatever the Lord wishes, he has done in heaven, and in earth, in the seas, and all deep places.
