Deuteronomy 9:13
JPS-1917וַיֹּ֥אמֶר יְהֹוָ֖ה אֵלַ֣י לֵאמֹ֑ר רָאִ֙יתִי֙ אֶת־הָעָ֣ם הַזֶּ֔ה וְהִנֵּ֥ה עַם־קְשֵׁה־עֹ֖רֶף הֽוּא׃
Furthermore the LORD spoke unto me, saying: ‘I have seen this people, and, behold, it is a stiffnecked people;
