Deuteronomy 21:21
JPS-1917וּ֠רְגָמֻ֠הוּ כׇּל־אַנְשֵׁ֨י עִיר֤וֹ בָֽאֲבָנִים֙ וָמֵ֔ת וּבִֽעַרְתָּ֥ הָרָ֖ע מִקִּרְבֶּ֑ךָ וְכׇל־יִשְׂרָאֵ֖ל יִשְׁמְע֥וּ וְיִרָֽאוּ׃ {ס}
And all the men of his city shall stone him with stones, that he die; so shalt thou put away the evil from the midst of thee; and all Israel shall hear, and fear.

וכל ישראל ישמעו ויראו AND ALL ISRAEL SHALL HEAR AND FEAR — From here we derive the law that his execution requires public announcement by the court: “The man named so-and-so is stoned because he was a refractory and rebellious son” (Sanhedrin 89a).
