民数記 35:31
JPS-1917וְלֹֽא־תִקְח֥וּ כֹ֙פֶר֙ לְנֶ֣פֶשׁ רֹצֵ֔חַ אֲשֶׁר־ה֥וּא רָשָׁ֖ע לָמ֑וּת כִּי־מ֖וֹת יוּמָֽת׃
Moreover ye shall take no ransom for the life of a murderer, that is guilty of death; but he shall surely be put to death.

ולא תקח כפר AND YE SHALL TAKE NO RANSOM — He (the murderer) shall not be freed by a monetary payment (Ketubot 37b).
