Book of the Twelve 37:4
JPS-1917כִּי־תֹאמַ֨ר אֱד֜וֹם רֻשַּׁ֗שְׁנוּ וְנָשׁוּב֙ וְנִבְנֶ֣ה חֳרָב֔וֹת כֹּ֤ה אָמַר֙ יְהֹוָ֣ה צְבָא֔וֹת הֵ֥מָּה יִבְנ֖וּ וַאֲנִ֣י אֶהֱר֑וֹס וְקָרְא֤וּ לָהֶם֙ גְּב֣וּל רִשְׁעָ֔ה וְהָעָ֛ם אֲשֶׁר־זָעַ֥ם יְהֹוָ֖ה עַד־עוֹלָֽם׃
Whereas Edom saith: ‘We are beaten down, But we will return and build the waste places’; Thus saith the LORD of hosts: They shall build, but I will throw down; And they shall be called The border of wickedness, And The people whom the LORD execrateth for ever.

For Edom says, We are made destitute; but we will return and rebuild the desolate places. Thus says the Lord of hosts, They shall build, but I will throw down; and they shall be called, The border of wickedness, and, The people against whom the Lord has indignation for ever.
