וַיִּכְתֹּ֣ב מֹשֶׁה֮ אֶת־הַתּוֹרָ֣ה הַזֹּאת֒ וַֽיִּתְּנָ֗הּ אֶל־הַכֹּֽהֲנִים֙ בְּנֵ֣י לֵוִ֔י הַנֹּ֣שְׂאִ֔ים אֶת־אֲר֖וֹן בְּרִ֣ית יְהֹוָ֑ה וְאֶל־כׇּל־זִקְנֵ֖י יִשְׂרָאֵֽל׃

And Moses wrote this law, and delivered it unto the priests the sons of Levi, that bore the ark of the covenant of the LORD, and unto all the elders of Israel.

רש״י — Deuteronomy 31:9

ויכתב משה, ויתנה. כְּשֶׁנִּגְמְרָה כֻּלָּהּ נְתָנָהּ לִבְנֵי שִׁבְטוֹ (עי' ספרי דברים ל"ד):

ויכתב משה ... ויתנה AND MOSES WROTE [THIS LAW] AND GAVE IT [UNTO THE PRIESTS, THE SONS OF LEVI] — When it was completely finished he gave it to the sons of his tribe.
