Book of the Twelve 10:14
JPS-1917וַתַּעֲשֶׂ֥ה אָדָ֖ם כִּדְגֵ֣י הַיָּ֑ם כְּרֶ֖מֶשׂ לֹא־מֹשֵׁ֥ל בּֽוֹ׃
And makest men as the fishes of the sea, As the creeping things, that have no ruler over them?
