Ezekiel 34:4
JPS-1917אֶֽת־הַנַּחְלוֹת֩ לֹ֨א חִזַּקְתֶּ֜ם וְאֶת־הַחוֹלָ֣ה לֹֽא־רִפֵּאתֶ֗ם וְלַנִּשְׁבֶּ֙רֶת֙ לֹ֣א חֲבַשְׁתֶּ֔ם וְאֶת־הַנִּדַּ֙חַת֙ לֹ֣א הֲשֵׁבֹתֶ֔ם וְאֶת־הָאֹבֶ֖דֶת לֹ֣א בִקַּשְׁתֶּ֑ם וּבְחׇזְקָ֛ה רְדִיתֶ֥ם אֹתָ֖ם וּבְפָֽרֶךְ׃
The weak have ye not strengthened, neither have ye healed that which was sick, neither have ye bound up that which was broken, neither have ye brought back that which was driven away, neither have ye sought that which was lost; but with force have ye ruled over them and with rigour.

You have not strengthened the weak, nor have you healed the sick, nor have you bound the crippled, nor have you brought back the strayed, nor have you sought that which was lost; but with force and with cruelty have you ruled them.
