JPS-1917ה֛וֹי בֹּנֶ֥ה עִ֖יר בְּדָמִ֑ים וְכוֹנֵ֥ן קִרְיָ֖ה בְּעַוְלָֽה׃
Woe to him that buildeth a town with blood, And establisheth a city by iniquity!
