Deuteronomy 19:13
JPS-1917לֹא־תָח֥וֹס עֵֽינְךָ֖ עָלָ֑יו וּבִֽעַרְתָּ֧ דַֽם־הַנָּקִ֛י מִיִּשְׂרָאֵ֖ל וְט֥וֹב לָֽךְ׃ {ס}
Thine eye shall not pity him, but thou shalt put away the blood of the innocent from Israel, that it may go well with thee.
Rashi Commentary
לא תחוס עינך THINE EYE SHALL NOT PITY [HIM] — i.e. that thou shall not say, The first (the one) person has already been killed, why should we kill this also, so that two Israelites will be killed? (Sifrei Devarim 187:7).
