Isaiah 56:11
JPS-1917וְהַכְּלָבִ֣ים עַזֵּי־נֶ֗פֶשׁ לֹ֤א יָֽדְעוּ֙ שׇׂבְעָ֔ה וְהֵ֣מָּה רֹעִ֔ים לֹ֥א יָדְע֖וּ הָבִ֑ין כֻּלָּם֙ לְדַרְכָּ֣ם פָּנ֔וּ אִ֥ישׁ לְבִצְע֖וֹ מִקָּצֵֽהוּ׃
Yea, the dogs are greedy, They know not when they have enough; And these are shepherds That cannot understand; They all turn to their own way, Each one to his gain, one and all.

Yea, the dogs are greedy, they never have enough, and they are shepherds that cannot understand: they all look to their own way, every one for his gain, from his quarter.
