Book of the Twelve 55:3
JPS-1917וַיֹּ֣אמֶר אֵלַ֔י זֹ֚את הָֽאָלָ֔ה הַיּוֹצֵ֖את עַל־פְּנֵ֣י כׇל־הָאָ֑רֶץ כִּ֣י כׇל־הַגֹּנֵ֗ב מִזֶּה֙ כָּמ֣וֹהָ נִקָּ֔ה וְכׇ֨ל־הַנִּשְׁבָּ֔ע מִזֶּ֖ה כָּמ֥וֹהָ נִקָּֽה׃
Then said he unto me: ‘This is the curse that goeth forth over the face of the whole land; for every one that stealeth shall be swept away on the one side like it; and every one that sweareth shall be swept away on the other side like it.

Then he said to me, This is the curse that goes forth over the face of the whole earth: for every thief has been hitherto quit of this which is on it, and every false swearer has been quit of this which is on it.
